Here we have 2 different images. First we'll colourise the black and white then add a background.
There are a lot of ways to colourise in psp, however I prefer to do it like this: I make a couple of copies of the image I want to colour, then go too,
Effects > Enhance Photo > Manual Color Correction like this:

Then I choose colours from the background to colour the image like this (not forgetting to drag your mouse over and select whatever part of or all of the image you wish to colour; you can freehand it
as well, but I prefer to do the whole image and just erase the parts I don't want from each layer as it looks softer:

Ok, after you've done all that colouring and layering and erasing you should have something that looks like this:

I'm not a big fan of cutting and pasting, I prefer to erase. It's neater, faster and gives you a cleaner, and softer result. Make a copy of the background so you have identical backgrounds, and apply the
image to one of the backgrounds, and erase the parts away that you don't want.

I didn't do the erasing 'perfectly' and now I will show you why. Paste the copy of the background you made to the av. Set your eraser at about size 60 and set the opacity of it to about 60 as well..
these settings are not precise that's personal preference again. Apply the erase to the parts of the av you want to show through and you will see what I mean by it softening it up.
Apply Xero's improver filter with the following settings (or choose your own):

I prefer it to have some sharp aspects so again I'll paste the background to the image and use the eraser again to remove the parts I don't want. Tag the av with any font you like and
it should look something like this:
